General Description of Position:

The Vice President for Research is seeking applicants for a part-time (.45 FTE) Facility Security Officer (FSO). The FSO will develop, supervise, and direct all security measures necessary for implementing the National Industrial Security Program requirements of classified information. This position reports to Kansas State University's Security Executive Committee as established by resolution of the Kansas Board of Regents.

Job Description:

Duties will include:

  • Develop, implement, and oversee KSU’s overall security program IAW the National Industrial Security Program (NISPOM) and other relevant regulations.
  • Develop, implement, and oversees KSU’s overall security program IAW the Safeguarding of Unclassified Controlled Technical Information.
  • Establish and maintain successful working relationships with government and internal customers.
  • Process new employee security clearances.
  • Track security clearance investigations and perform administrative support functions to include Joint Personnel Adjudication System (JPAS) and eQIP administration.
  • Provide security briefings, debriefings, and awareness training for cleared personnel.
  • Process necessary badge requests for government facilities.
  • Process outgoing visit requests and certifications.
  • Prepare, issue, and maintain DD254s.
  • Review required forms, process and screen of security forms (SF86, SF85) of various background investigations, and associated paperwork for accuracy.
  • Perform additional duties and responsibilities as needed.
  • Implement security policy and direction consistent with Government regulations.
  • Provide answers/analyses to address questions and concerns from management.

Required Minimum Qualifications:

Bachelor's Degree in relevant field or 10 years of experience in Industrial Security Program or equivalent government or military experience

Preferred Qualifications:

  • Master's Degree in relevant field
  • Demonstrated success as an Assistant Facility Security Officer or equivalent position.
  • Excellent customer service skills and strong interpersonal skills.
  • Ability to juggle competing demands and prioritize work with a sense of urgency in a dynamic environment.
  • Ability to work independently.
  • Must have or be able to obtain a DOD/FBI Top Secret level security clearance with SCI eligibility.
  • Must have or be willing to take occasional polygraph
  • Must have, or be able to pass, Facility Security Officer Program Management course for Possessing Facilities.

Salary Range / Pay Rate:

$23.93 - $41.87 per hour

(.45 FTE or 18 hours per week)

 *Minimum rate for this position is $23.93. Actual rate will be determined based on the candidate’s experience, education, internal equity and departmental funding.  Salary offers are typically between the minimum and midpoint of the salary range.  The range indicated includes both the typical hiring range and potential future progression.
