General Description of Position:

This position is located in Salina, Kansas. The Office Specialist II serves as office manager, accounting specialist, and procurement officer for the Upward Bound Program at the Kansas State Polytechnic Campus (SAUB).  This is a part-time position - 20 hours per week.  

Information about the College/Unit:

Upward Bound is a campus-based TRIO program designed to assist area high school students with additional academic preparation, advisement, and encouragement to succeed in high school and later in college.

The Upward Bound Program participants are involved in the program from the time they are selected for participation until they graduate from high school. The program offers a six-week summer residential component and Saturday sessions during the academic year. Students must meet family income guidelines and/or be first-generation college-bound.

There is no cost for participation in the program.

The Successful Candidate will:

Financial Management & Voucher Processing: Manage SAUB grant financial activities through the use of spreadsheets in order to record expenditures and reconcile with the Financial Information System (FIS).

Office Management: Manages the SAUB office and reception desk by providing phone receptionist duties, greeting visitors, answering questions, and making referrals to the appropriate staff member or other campus office. 

Management: Maintain and update electronic student participant Database. Establish according to federal guidelines and ensure the security of confidential information, including participants’ names, addresses, social and economic backgrounds; contacts and duration of contacts. 

Travel: Assisting students and staff in travel arrangements for conferences and/or campus visits, cultural trips, activities, events and staff travel to campus target schools, meetings, or professional development/training. 

Other:  Assists with other duties, but not limited to special projects as requested and defined by the Director and other office staff.

Required Minimum Qualifications:

Requires one year of office experience. 

Preferred Qualifications:

  • Knowledge of accounting principles, practices, and standards.
  • At least 1 year of accounting experience.
  • At least 2 years of experience in general office, clerical and administrative support work.
  • Knowledge of computers and computerized accounting and related software applications.
  • Knowledge of procurement practices and procedures, including university policies and regulations.
  • Knowledge and skill in using the University Financial Information System (FIS).
    Ability to develop effective office guidelines, policies, and procedures.
  • Ability to plan, organize, and develop record keeping processes.
  • Ability to analyze and interpret financial report information.
  • Ability to reconcile accounts and take appropriate correction action as needed for variable discrepancies.
  • Ability to assimilate and comprehend pertinent law, rules, policies, procedures, and regulations with regard to appropriate financial activities.
  • Ability to provide recommendations and advice to Director in regard to the SAUB grant account.
  • Ability to organize and clearly express information both verbally and in concise written form.
  • Ability to work with critical deadlines and perform multiple tasks with frequent interruptions.
  • Ability to maintain a high level of confidentiality.
  • Ability to establish and maintain effective working relationships with coworkers and representatives of other agencies and/or departments.
  • Ability to work in a diverse environment.
    Ability to lead by example – work ethic, integrity, positive attitude, etc.
  • Two to four (2-4) years of experience in an office management setting, to include receptionist duties.
  • Ability to interpret and understand federal guidelines related to TRIO programs.
  • Highly self-motivated and directed, with demonstrated ability to work independently.

Salary Range/ Pay Rate:

$12.63 - $18.95 per hour

Please note: the minimum salary for this position is $12.63 an hour.  Actual salary will be determined based on the candidate's experience, education, internal equity and departmental funding.  Salary offers are typically made between the minimum and midpoint of the salary range.  The Range indicated includes both the typical hiring range and potential future progression.
