About This Role:

This Program/Project Consultant position administers activities associated with 4-H Military Partnerships Project. This includes organizing, planning, and leading activities for the Project including, but not limited to: refining project plans and timelines; directing financial management of funds within the budgets, contracts or grants; and managing external relations and publicity. This position reports to the Project Director.

Anticipated start date January 7,2019.

Duties & Responsibilities: Specific Project Support Functions:
  • Through collaborative efforts with Land Grant University (LGU) sub-awardees and military partners, determines the topics, priorities, and delivery structure of professional development and technical assistance (PDTA) for 4-H programming targeted to military connected youth.
  • Utilizes the expertise of and works closely with participating Land Grant Universities, military partners, and representatives of intended audiences to analyze data, identify needs, and assist in developing educational programs.
  • Develops and presents educational information for 4-H Military Liaisons and other interested parties to support the mission of the Project.
  • Assists LGU staff with learning strategies relating to military systems and military culture.
  • Delivers PDTA to both LGU and military professionals as assigned.
  • Collects, analyses and reports on the impact of efforts as a Consultant to LGU and military youth program professionals.
  • Keeps abreast of 4-H Common Measures (changes in instruments, guidelines for use, IRB requirements), best practices for positive youth development, and assists with the development of policy.

Processing/Maintaining Project Sub-Awards:

  • Understands and assists with all grant processes (Request for Award – RFA) for funding received through NIFA/USDA and sub-awarded to other Land Grant Universities (LGUs). Work included within the RFA process may include:
    • Assisting with securing a review team for RFAs.
    • Ensuring all sub-award documents are correct and complete prior to their submission to the KSU Pre-Awards Office. Filing all final copies for Project staff access needs.
    • Recording all decisions made on funding determinations.
    • Assisting with changes (budget, scope of work, etc.) for sub-awards as approved by the Project Director.

General Project Support Functions:

  • Serves on Project committees, as assigned by the Project Director. Requires the frequent use of phone, email and other conference technologies (Zoom, Go-to-Meeting, Skype, etc.).
  • Represents the Project at meetings/conferences, as assigned by the Project Director.
  • Assists with the development and distribution of promotional materials for the Project.
  • Assists Project Director with all aspects of the Project as needed through other duties as assigned.

What You’ll Need to Succeed:

Minimum Requirements:

  • Bachelor’s degree
  • Three years of relevant experience in providing professional development and technical assistance

Preferred Qualifications:

  • Bachelor’s degree in related field such as youth development, education, social work, family studies and human services
  • Master’s Degree
  • Demonstrated experience in program development and management (direct 4-H experience strongly preferred)
  • Understanding of military Child and Youth Programs
  • Ability to use critical thinking to analyze and interpret data and information
  • Highly developed computer skills using MS Office Suite (specifically Excel, Word, PowerPoint and Publisher), Internet search engines, email, electronic calendars and project management software
  • High level of attention to detail
  • Demonstrated excellent interpersonal, oral, and written communication skills
  • Strong, flexible team player that works to meet both personal and organization goals
  • Prompt and professional response to all requests
  • Ability to multi-task and prioritize workload with minimal supervision
  • Discretion in handling confidential information and materials professionally
  • Ability to travel outside of the State of Kansas as required

Other Requirements:

  • Applicants may not have a criminal record that would prevent them from entering onto a CONUS or OCONUS Military Installation.
  • Applicants must be currently authorized to work in the United States at the time of employment
