About This Role:

The K-State Libraries seek a Budget/Fiscal Officer to provide leadership in financial budgeting, planning and management for the university library’s approximately $14 million budget including ensuring funds are budgeted and spent according to state and university fiscal policy, internal controls and procedures are in place and followed, transactions are recorded and properly reported, and accounts reconciled monthly. The position works in coordination with the university’s budget office. In addition, the position is responsible for facilities management. The position supervises 4 staff, serves on the Libraries’ administrative team and Strategic Leadership Council, and reports to the Dean of Libraries.

Responsibilities

In our team-oriented environment, the budget/fiscal officer:

  • Directs the planning and development of the libraries’ operating budget and management of its various accounts
  • Serves as primary liaison to internal and external entities as appropriate and as requested by the dean
  • Reviews available funding and approves budget requests
  • Compiles monthly reports, analyses, and other documents upon request
  • Oversees procurement process, including liaison with vendors for asset purchases, and contract compliance
  • Trains others, as appropriate, in monitoring and managing funds
  • Represents the libraries in campus wide financial planning relationships including the KSU Foundation, university budget office, and provost’s office
  • Has signature authority on all financial transactions
  • Provides leadership for asset management of facilities including building security, space utilization and interfacing with facilities planning, campus police, and other university offices as well as with external vendors

What You’ll Need to Succeed:

Minimum Requirements:

  • Bachelor’s degree in business, accounting, finance or other relevant discipline
  • 5-8 years of experience in financial analysis and planning, budget management and development.

Preferred Qualifications:

  • Facilities management experience
  • Demonstrated advanced skills in developing and maintaining complex budgets
  • Strong interpersonal and communications skills 
  • Ability to analyze and interpret financial data and prepare financial reports
    Experience identifying financial risks and opportunities and communicating them in a timely manner for appropriate action
  • Experience monitoring trends, practices, policies and procedures for quality improvement and organizational effectiveness
  • Strong analytical skills with attention to detail
  • Process analysis and problem-solving ability
  • Experience with spreadsheet software, payroll systems, and other automated financial systems
  • Knowledge of university and state budgeting models and practices
  • Familiarity with the MIP accounting system
  • MBA, MPA or CPA
  • Experience with responsibility-centered management

Salary Range/ Pay Rate:

$ 70,830 - $ 116,860 annual salary

Actual salary will be determined based on the candidate's experience, education, internal equity and departmental funding. Salary offers are typically made between the minimum and midpoint of the salary range. The range indicated includes both the typical hiring range and potential future progression.
