About This Role:

The Emergency Management Coordinator position serves as the Kansas State University liaison through the Office of Risk Management and Compliance on emergency preparedness issues, maintains the university’s emergency operations plan, coordinates training programs and emergency operations drills, and assists departments with their emergency mitigation and continuity of operations plans.

  • Establish written and emergency operations procedures and protocols.
  • Collaborate with internal support function representatives, and other Kansas State University emergency management personnel, and local, state, and federal officials (Riley County, Regent Universities, State of Kansas, and FEMA (Federal Emergency Management Agency) to prepare for, respond to, or recover from emergencies.
  • Establish collaborative teams to implement Kansas State University’s emergency operations procedures and protocols.
  • Provide support to, and develop, liaisons with other agencies, organizations, or companies involved in developing emergency preparedness programs pivotal to Kansas State University.
  • Consult with area institutions, including hospitals, schools, and local governments to determine their needs and to ensure the facilitation of programs during an emergency.
  • Coordinate all emergency response activities in the event of an emergency, including ordering evacuations and implementing programs and plans associated with Kansas State University.
  • Coordinate, prepare and implement training programs and emergency operation exercises to prepare Kansas State University to respond quickly and effectively to emergencies.
  • Direct and supervise the K-State University Emergency Preparedness volunteer program.
  • Inspect facilities and equipment used in emergency management operations centers to ensure their functionality.
  • Develop instructional materials for the public and hosting events for citizens and community groups.
  • Update the Emergency Operations website to ensure updated information is readily available.
  • The Emergency Management Coordinator reports directly to the Assistant Vice President, University Risk & Compliance Officer with some oversight and works only under the most general supervision.
  • Develop cost estimates and budget projections.
  • Secure and administer technical and financial assistance through state and federal grants or programs. Direct the process in collaboration with the Division for Financial Services for submitting federal and state reimbursement claims for Kansas State University’s costs during and after emergency operations.

The emergency management coordinator position is critical for advancing K-State's strategic goals and mission during emergencies.  Emergencies can severely disrupt K-State's operations and financial stability and cause irreparable harm to the university's reputation as a world-class institution of higher education.   

The university needs a full-time emergency management expert to effectively coordinate the university's emergency management efforts.  The position has been vacant since August 2019.  The Coordinator will significantly contribute to the university's ability to prepare for and respond to emergencies, develop and deploy continuity of operations plans, and recommend loss mitigation and recovery strategies to executive leadership.  The Coordinator will assist the Assistant Vice President, University Risk and Compliance Officer by serving as the university's primary point of contact for all emergency management related matters.

What You’ll Need to Succeed:

Minimum Requirements:

  • Requires a bachelor’s degree. Various training and/or certification may be required.
  • 3 years’ experience in emergency management coordination.


Preferred Qualifications:

  • A degree in emergency management, or related field of study.
  • Knowledge of emergency preparedness organization, objectives, project planning procedures, and requirements.
  • Knowledge/experience in public safety practices, laws, regulations, policies, and principles.
  • Ability to communicate effectively both orally and in writing.
  • Ability to organize and deliver effective training.
  • Knowledge of budgeting, grant application processes, and fiscal administration.

Other Requirements:


  • Applicants must be currently authorized to work in the United States at the time of employment
  • Possess a valid driver’s license and acceptable driving record.
  • Must be able to complete 40 hours of HazWoper certification within one year of hire date.
  • Possess a certification from the National Incident Management System (NIMS).
  • Seek professional certification and continuing education from the Federal Emergency Management Agency (FEMA) or International Association of Emergency Managers (IAEM).
  • Must be medically approved to wear respiratory protection.
  • Ability to lift and carry 35 lbs.

$63,038 to $77,460 annually
