About This Role:

The Division of Financial Services is looking to fill the position of Purchasing Agent II in the Central Purchasing section. This position supports the day-to-day operations and tactical functions of the central purchasing office related to university procurement of goods and services such as Facilities Equipment and Services, Professional Services, Supply Chain, or Higher Education products.  This position makes procurement decisions for the university community by clarifying requirements, investigating sources of supply while interpreting and analyzing data and circumstances. The Purchasing Agent II provides leadership to university departments by guiding them through the procurement and contracting process to obtain the best value for the university. Judgment is used in the adaptation and skilled application guidelines to solve the full range of problems related to each procurement.

This position procures goods and services for moderate to complex and highly technical purchases such as facilities equipment and services, commercial and residential equipment, professional services, and other areas as assigned. 

  • Uses professional judgment to determine if competition is required. Procures goods and services on a competitive basis by compiling and refining solicitation specifications, researching and identifying potential sources, and preparing formal solicitation documents.
  • Provides strategic procurement management of one or more specific enterprise commodities/services for the University.
  • Guides departments through procurement procedures. Works with Departmental Procurement Officers, Purchasing Systems Administrator, Business Managers, and other employees.
  • Collaborates with campus departments on defining performance measures and award criteria.
  • Interprets and analyzes responses, communicates the results, and collaborates with the department on selecting awarded supplier(s), and awards the contract.
  • Guides and assures the integrity of all aspects of the Solicitation processes by researching and developing the Solicitation documents in collaboration with the requesting department(s).
  • Utilizes professional judgment in the adaptation and skilled application of guidelines to solve the full range of problems related to the assignment. Anticipates and analyzes the impact and consequences of decisions.
  • Provides ongoing training and campus support for purchases.
  • Develops and professionally manages effective relationships with suppliers and internal departments.
  • Represents the purchasing organization in meetings and/or committees with suppliers, government agencies, professional associations, and other organizations.
  • Operates an outreach program with the campus community by providing training regarding policies and procedures.
  • Disseminates professional purchasing advice to departments and suppliers by interpreting state, Kansas Board of Regents (KBOR), and university rules, policies, procedures, processes, and financial computer systems.

What You’ll Need to Succeed:

Minimum Qualifications:

  • Bachelor’s degree and three to four years of contracting concepts and procurement practices or educational equivalency

Preferred Qualifications:

  • Background in state and university purchasing policies and procedures
  • Ability to gather and prepare detailed specifications for procurement of goods/services
  • Ability to read and comprehend legal contracting language; University, KBOR policies, and procedures and state statutes, and technical jargon in specifications and contracts
  • Ability to communicate verbally and in writing detailed information, reports of findings, and recommendations.
  • Experience in using technology tools and software (i.e. Adobe, digital signature tools)
  • Knowledge of Microsoft Office suite and data analytics

Anticipated Hiring Salary Range:

$49,500 to $57,000 annually
