About This Role:

The Budget/Financial Analyst (Fiscal Analyst I ) is a 12-month term position in the Office of Chief Financial Officer (CFO) and Budget Office. The position assists to assist in the preparation of the university’s annual budget of more than $900 million. The Budget/Financial Analyst will also be expected to compile and analyze financial management information and to provide various ad hoc reports as requested.

  • Annual Budget Preparation: Assists Associate Director and other budget staff with the preparation of the K-State Annual Budget (including Main Campus, Veterinary Medicine, ESARP and Polytechnic) using sound judgment to ensure accuracy.
  • Assists Budget/Financial Analyst II with balancing the university funds to the appropriations and fund limits established by the CFO.
  • Assists Associate Director and other CFO staff with training content for university department budget and financial users.
  • Special Projects, Reports, Analysis, and Other Miscellaneous Duties: Assists CFO staff to complete legislative requests, special projects and prepares various reports, requiring a range of simple to complex analytical analyses, as directed by the Board of Regents, CFO, Assistant Vice President Division of Financial Services or Associate Director.
  • Organizes financial data for the budget requests and appeals to the Board of Regents, State Division of the Budget, and Legislature and assists with the analysis of legislative action relevant to the university funding.
  • Consults with university personnel on budgeting, financial, and administrative issues, recommending solutions and improvements to the CFO and Associate Director. Extracts and manipulates data from various university systems, including a budget, financial (FIS), human resources (HRIS), and the student information system (KSIS).
  • Assists with data compilation, input, and analysis for the new budget model that has been implemented university-wide.
  • Assists Associate Director and other CFO office staff in preparation of the State Budget Request Documents for Kansas State University (including Main Campus, Veterinary Medicine, ESARP, and Polytechnic)
  • Prepares multiple ad-hoc reports and initiates analysis as needed to validate accurate budget information within the State’s Budget System (iBars).
  • Assists CFO staff to reconcile FIS actual payroll and OOE expenditures to the State's expenditures (SMART) and KSU’s Fund Management report through ad hoc reports and makes correcting adjustments to the data.
  • Reconcile FIS Budgets and Managing Budget Transfers:  Manages the download for the designated state-appropriated funds for Kansas State University's annual budget into the University's Financial Information System (FIS) at the beginning of each fiscal year.
  • Verifies and reconciles the budgeted state appropriations in FIS to ensure all appropriation totals continue to be correct and in balance with State records, and reconciles any reallocation of funds due to university shortfalls, call-back of appropriated funds by the State of Kansas, and other similar transfers of funds.
  • Create all requested allocated budget and non-allocated transfers accurately and on a timely basis and serve as CFO Office liaison with departmental accountants regarding transfer issues and questions, research problems, and identify solutions.
  • Process monthly gas royalty check deposit, royalty income tax submission, and appropriate funds transfer between Foundation and K-State.
  • Cross-train within the office to ensure all duties can effectively be covered in the event of an absence of another member of the CFO Office.
  • Supports the CFO and AVP of Division of Financial Services and other CFO staff on special items and other duties as requested.

What You’ll Need to Succeed:

Minimum Qualifications:

  • Bachelors’ Degree and one to three years of relevant experience.  (This position may use an educational equivalency as determined relevant by a hiring manager.)

Preferred Qualifications:

  • Bachelor’s degree, with preference given to finance, accounting, or closely related field
  • Experience working in higher education or governmental agencies
  • Knowledge of budget and accounting practices
  • The ideal candidate will have 2+ years of related work experience in budgeting, financial analysis, or accounting and understand the challenges in analyzing and interpreting complex data and communicating effectively about the data with a variety of audiences and will have demonstrated the ability to do so effectively
  • Professional communication skills, including the ability to prepare materials clearly and effectively communicate information to internal and external audiences, client groups, and all levels of management
  • Familiarity with the PeopleSoft HRIS software, the KSU Annual Budget System, Oracle Financial software, and PeopleSoft KSIS software

 Other Requirements:

  • Advanced proficiency in designing, developing, and maintaining complex spreadsheets using Microsoft Excel, Power Bi, or other data analytic tools. Be comfortable in manipulating data in an efficient manner such as utilizing formulas, pivot tables, and data filters.
  • Capable of the following: accurately analyze data and make interpretations, as well as detect and reconcile discrepancies in financial records; successfully manage multiple and complex responsibilities concurrently; produce accurate and logical analysis from very detailed information.
  • Strong analytical, critical thinking, and decision-making skills.
  • Ability to be flexible, work independently, and have high accountability for a large volume of work.
  • Ability to provide high-quality customer service.

Anticipated Hiring Salary Range:

$48,000-$55,000 annually ($23.08 - $26.44 per hour)
