About This Role:

The Benefits Specialist administers the Kansas Public Employees Retirement System (KPERS), life insurance programs, graduate student health insurance, and optional benefits programs at Kansas State University. This position interprets policy and state statute on behalf of the University and consults with employees regarding their benefits during employment and at separation.

  • SME in Kansas Public Employees Retirement System (KPERS). Subject matter expert for interdependencies between the Kansas Board of Regents (KBOR) retirement plan and KPERS retirement plan which impacts employees who have been in both systems. Facilitates employee enrollments, terminations, retirements, leaves of absence, service purchases, and withdrawals for all KPERS eligible employees. Certify final pay information for terminating and retiring employees. Understands the laws and consequences of actions taken or not taken that will impact employees or KSU or create liability for the University. Responsible for KPERS reconciliation, working with the HCS Resource Center and Operations solutions to payroll-related issues. Serve as KPERS Designated Agent for KSU, which is the liaison between the retirement system and the university.
  • Benefit Data and Systems Processing:  Manage data transfers between Human Capital Services (HCS) and Benefit Plan Vendors such as State Employee Health Plan (SEHP), The Hartford (TEA), and KPERS; Team lead for HRIS system testing and updates for benefit related items.  Reviews changes in SEHP policies and processes and ensures for accuracy in payroll Deductions. Responsible for handling special employee circumstances and works with the HCS Resource Center and Operations to find solutions to payroll-related issues.
  • Responsible for administration of graduate student health insurance, offered through the Kansas Board of Regents. Ensures Eligibility, approves enrollments, communicates to members, maintains vendor relationships with insurance providers and presents at semi-annual employee orientation. Assists departmental and HCS leadership with billing and premium reconciliation.
  • Retirement consultation for KPERS and Kansas Police and Firemen’s Retirement System Plan (KP&F) employees. Educates employees on rules, regulations, deadlines, and decisions to be made when retiring from a KPERS covered position or with KPERS service. Provide retirement benefit estimates to employees. Ensure KPERS retirement applications are submitted correctly and in a timely manner to the retirement system. Works with outside vendors, including KPERS, to provide retirement readiness financial wellness sessions to meet the needs of the K-State KPERS population.  Provides resources for Medicare and assists with questions regarding State Employee Health Plan retiree plans.
  • Life Insurance and Voluntary Benefit Programs:  Administer Teachers and Employees Association (TEA) Voluntary Benefit Programs and KPERS Optional Group Life Insurance Plans.  Responsible for administration of voluntary benefit programs. Provides guidance to the TEA board regarding design of life insurance and short-term disability benefits. Supports the President and other board members in annual meeting and annual independent audit. Provides data to the board on membership, administrative charges, and open enrollment. Establishes relationships with the insurance broker and carrier and serves as TEA’s representative on all insurance matters. Responsible for annual open enrollment communications and planning as well as mid-year or new employee plan enrollments and changes. Ensures accurate payroll deductions and alignment of Human Resource Information Systems (HRIS) and vendor system. Assists employees as needed with enrollment. Responsible for administration and accurate payroll deductions for the KPERS optional group life insurance policy. Communicates regarding annual open enrollment and new employee enrollment. Assists employees as needed with enrollment.
  • Provide information and guidance to employees, supervisors, and administration regarding all benefits available to employees. Must be proficient with all KSU employee benefits. Educate through individual and mass communication channels. Interpret and understand the intersectionality of state statutes, federal regulations, Kansas Board of Regents policy, and K-State policy.  Provide assistance to the KSNEW new employee welcome program. 
  • KBOR and Voluntary Saving Plan program administration. Provide support for the KBOR and Voluntary Saving Plan programs at KSU as a member of the benefits administration team. Counsel employees regarding these programs. Process transactions for enrollments, terminations, retirements, and withdrawals within statutorily mandated guidelines.

  • Bachelor’s Degree and one year of relevant experience
    • This position may use an educational equivalency as determined relevant by a hiring manager.

  • Prior experience as a KPERS designated agent

Anticipated Hiring Salary Range:
