About This Role:

Kansas State University invites applications for their next Assistant Vice President – Planning, Design & Construction (AVP). Kansas State is the first operational land-grant university in the country that has grown into a Tier 1 research university serving more than 20,000 students, 1,300 faculty members, 2,900 staff members and four campuses. 

The AVP serves as a senior director responsible for leading campus planning, facilities design and construction including the Manhattan, Salina and Olathe Campuses and the research and extension offices across the state. Functions of this office include facilities planning & design, architectural and engineering review, space planning and management, and project management. 

In this role, the AVP will: 

  • Lead campus planning, facilities design and construction at the Manhattan, Salina, and Olathe Campuses, and the research and extension offices across the state.
  • Provide vision and leadership in the management, supervision, growth, and direction of departmental activities within the Division of Facilities.
  • Oversee a $46 million, 5-yr capital improvement list (50%+ are research and agriculture-related).
  • Report to the Associate Vice President of Facilities and Planning.

What You’ll Need to Succeed:

Minimum Qualifications:

  • Bachelor’s degree in Architecture, Engineering, Planning or a related field and seven years of relevant experience

Preferred Qualifications:

  • Registration in the State of Kansas as a professional Architect or Engineer.
  • Master’s degree in architecture, engineering, management, or finance from an accredited university
  • Seven or more years of significant experience to include:
    • Providing leadership in the planning, design and delivery of professional A/E services and management of facilities construction.
    • Demonstrated knowledge of the design and delivery of professional A/E services and construction project delivery
    • Demonstrated knowledge of local codes and standard of design and construction.
  • Experienced in multiple contract delivery methods including CM@Risk in addition to traditional design/Bid/Build project delivery.
  • General knowledge of building commissioning and Leadership in Energy and Environmental Design (LEED) certification process or equivalent building design standards.
  • Successful and progressive professional and administrative experience in facility construction and management in higher education
  • Understanding of complex, preferably governmental or higher education, procurement processes and state utility regulatory commission operations.
  • Work experience in a higher education environment.
  • Experience in facilities construction processes, and oversight of a major capital improvement program
  • Knowledge of RFP and procurement process, and negotiations of contracts, including contractual terms and conditions.
  • Strong collaborative interpersonal skills and the ability to build positive and effective relationships across campus with administrators, faculty staff, students, and external constituencies with the ability to effectively communicate complex information clearly in written and oral format to a variety of audiences.
  • Demonstrated ability to be a creative problem-solver, strategic thinker, and decision-maker.
  • Experience developing, reviewing, and management of the department’s annual budget, performing cost and productivity analyses, and review of project expenditures to ensure that costs do not overrun the estimated budget.
  • Experience representing the department on matters of policy, procedure, and program development, including knowledge of legal, regulatory, and code requirements related to facilities and construction.
  • Ability to work as a team member with those reporting to the Associate VP of Facilities in providing services and support to the University.

  • Valid driver’s license with good driving record: must be insurable.
  • Successful completion of background investigation prior to employment
