About This Role:

Kansas State University College of Agriculture seeks a full-time Fiscal Analyst, based in Manhattan, Kansas, to provide financial and business support for an international research program focused on global food security and climate resilience.
Kansas State University (K-State) is the Management Entity (ME) for the Feed the Future Innovation Lab for Climate Resilient Cereals funded by the US Agency for International Development. The Climate Resilient Cereals Innovation Lab (CRCIL) supports research, knowledge sharing, and capacity building activities for germplasm enhancement in the target crops of millet, rice, sorghum, and wheat in multiple global regions including West Africa, East Africa, South Asia, and Latin America.
Duties/Responsibilities:
The Fiscal Analyst will report directly to the College of Agriculture/KSRE Budget/Fiscal Officer. The position administers fiscal activities associated with CRCIL, including:
- Serve as the departmental liaison between CRCIL and Pre-Award/Post-Award central service units.
- Lead all accounting activities and prepare all financial analysis and reports for all activities of the CRCIL.
- Facilitate payments to entities receiving sub-awards, host country partners and foreign vendors. Will need to take into consideration tax issues, IRS forms, cultural sensitivities, and wiring funds.
- Work in collaboration with the CRCIL Director and Associate Director in providing leadership and coordination of the fiscal evaluation, reporting, and management of grant projects and sub-award grant programs.
- Responsible for all USAID and other federally funded project budgeting and expenditure projection reporting.
- Interface with US based and host county financial officers to ensure fiscal operations are conducted in compliance with K-State policy and national best practices.

What You’ll Need to Succeed:

Minimum Qualifications:
- Requires a bachelor's degree and one year of relevant experience. This position may use an educational equivalency as determined relevant by a hiring manager.
Preferred Qualifications:
- Degree in accounting, business, finance or related discipline or master’s degree in business administration.
- University post-award grant experience.
- Knowledge of budget/accounting and procurement practices, procedures, and principles.
- Proven ability and experience in compilation, analysis, and interpretation of financial reports.
- Experience with responsibilities requiring attention to detail and applying independent judgment with a high degree of accuracy and accountability.
- Inquisitive, comfortable, and experienced in performing in-depth research.
- Proven organizational skills with ability to meet tight deadlines and work independently.
- Experience responding to needs and requests of a wide range of clients in a friendly and effective communication style.
- Experience working on a successful team and demonstrated commitment to a team atmosphere.
- Commitment to expanding and fostering diversity and working across multiple cultural environments.
- Experience complying with federal, state, and university regulations and policies.
- Previous experience with international programs and partners, USAID, or other federal funding agencies.
Other Requirements:
- Applicants must be currently authorized to work in the United States at the time of employment.
- International travel will be required on a limited basis.
